Roads making a case for 9.5hr Shifts. No more 12's.

We have been approached and informed that the 12hr shifts are going away. Welcoming the 9.5hr shifts even in the winter, in paving, in traffic ops. Everywhere. 

We know that the data is suspicious, however management is making this their hill and we have been asked to come up with shifts that will compliment this idea....
